Federal agencies â€œmust temporarily pause all activities related to obligation or disbursement of all Federal financial assistance,â€ White House Office of Management and Budget acting director Matthew Vaeth said in the memorandum, a copy of which was obtained by CNN, citing administration priorities listed in past executive orders.

The threat of blanket tariffs is likely being overstated, Ross said in an interview with CNN. â€œThere probably will be exclusions, because there are some goods that just are not made here, will not be made here, and therefore, thereâ€™s no particular point putting tariffs on.â€

Ross, who was one of a handful of initial cabinet members in Trumpâ€™s first administration who kept their position for the entire four-year term, said he advocated for such exclusions when he advised Trump on tariff policies.
